City of Wolverhampton Council is inviting voluntary and community sector organisations to apply to deliver targeted community engagement activities in Low Hill. Up to 10 organisations will be commissioned.
The work will help ensure that local people—particularly those whose voices are not usually heard—can contribute to a community-led Regeneration and Investment Plan for Low Hill, due to be submitted in November 2026.
What the work involves
Successful organisations will engage people who live, work, run businesses in or regularly visit Low Hill. Activities could include:
- Pop-up events, door knocking and on-street engagement
- Survey collection in busy community locations
- Outreach through community and faith organisations
- Engagement with local businesses and employers
- Activities in accessible indoor or outdoor venues
Organisations should focus on reaching a diverse range of people, including children and young people, older residents, ethnic minority communities, disabled people and people from different faith backgrounds. School-based sessions are not required.
Commissioned organisations will work alongside the council’s Communities Team to coordinate activity and avoid duplication.
Timescale and expected outputs
Organisations may deliver up to seven days of activity between 17 August and 25 September 2026. Days do not need to be consecutive and will be arranged in coordination with the Communities Team.
A minimum of 50 completed surveys is expected for each full day of activity. Organisations will also need to collect basic demographic information and provide a daily summary of their engagement.
Payment
The following flat rates are available:
- £300 per full day or £150 per half day when surveys are submitted electronically through Citizen Space
- £250 per full day or £125 per half day when paper surveys are used and require processing by the council
These rates cover staffing, travel, materials and any venue hire. Payment will be made following receipt of a valid invoice and satisfactory evidence that the agreed outputs have been delivered.
The council will provide survey and promotional materials, access to Citizen Space, a briefing session and promotional support.
Who can apply?
Applications are welcomed from voluntary and community sector organisations that can demonstrate:
- A presence in, or established relationships with, communities in Low Hill
- The ability to reach people who may be underrepresented in the consultation
- Experience of community engagement, consultation or outreach
- Capacity to deliver the required activities and outputs within the timescale
